AbstractThe Illinois Rural Life Panel, a sample of approximately 2,000 residents living in Illinois' 76 nonmetropolitan counties, is surveyed annually about various issues. The 1993 survey results are reported in four brief summaries. In the first summary, which discusses health care, panelists indicated dissatisfaction with the current health-care system, yet were leery of the potential cost of a national health insurance program. Expectations of meaningful improvements under the Clinton administration were low. In the second summary, which discusses the quality of life in rural Illinois, the majority of panelists believed that the quality of life improved rather than worsened. However, the percentage of panelists who felt that the quality of life in their community is deteriorating has increased steadily from 1989 to 1993. Rural communities that maintained the quality of public services, most notably schools, were most likely to avoid the vicious circle of population losses/declining taxes/declining services/more population losses. In the third summary, which discusses state government and economic development issues in rural Illinois, balancing the budget, attracting new business, avoiding tax increases, and increasing funding for education were the high priority issues identified. The fourth summary compares panel responses to those of 5,600 rural high school students on questions about community life and problems, educational quality, teachers and schools, and employment and outmigration of youth. While differing on many individual questions, both adult panelists and high school students concurred that overall their communities were good places to raise children, and that creation of jobs for the college-educated was critical to keeping young people in their community.
